Dormitory No. 1

Dormitory No. 1 is located at: Saint Petersburg, Izmailovsky Avenue, 24/161, in close proximity to Baltiyskaya, Frunzenskaya, and Tekhnologichesky Institut Metro Stations. The dormitory is situated at the intersection of the Obvodny Canal and Izmailovsky Avenue, with the entrance from the side of the Obvodny Canal. The travel time to the University is approximately 15 minutes. The dormitory has a corridor layout. Rooms can accommodate from 2 to 6 people, depending on the size of the room. The total number of living rooms is 380, providing sufficient accommodation for students. Kitchens and bathrooms are located on each floor, with separate showers for boys and girls.

Dormitory No. 2

Dormitory No. 2 is located at: Saint Petersburg, Bucharestskaya Street, 142, building 2, in close proximity to Dunayskaya Metro Station. The travel time to the University is approximately 30-45 minutes. The dormitory has a block layout, with 4 blocks per floor, each containing 5-6 rooms. Rooms can accommodate from 2 to 3 people depending on the size of the room. The total number of living rooms is 280, providing sufficient accommodation for students. Kitchens are shared between 2 blocks, and there are 2 bathrooms per block, with separate showers for boys and girls.

The dormitory has a block layout, with 4 blocks per floor, each containing 5-6 rooms. Rooms can accommodate from 2 to 3 people depending on the size of the room. The total number of living rooms is 285, providing sufficient accommodation for students. Kitchens are shared between 2 blocks, and there are 2 bathrooms per block, with separate showers for boys and girls.

Dormitory Rules

An Extract from the Internal Code of Conduct

3.1 Dormitory residents enter the dormitory using electronic security pass system. It is strictly forbidden to give one’s own electronic pass to a third party.

3.2 According to the Internal Code of Conduct, Student dormitory residents have disciplinary responsibility for handing over their passes to a third person.

3.3 When entering the dormitory:

  • Dormitory residents along with dormitory employees shall present the pass;
  • People who neither work nor live in the dormitory shall present a once-only pass and an identity document.

3.4 The procedure of once-only passes issuance is carried out by the head of the dormitory based on written application of dormitory residents. Application should be provided no later than the day preceding the day of the visit. In some cases, a once-only pass may be drawn up and issued on the day of the visit.

In accordance with the procedure described in the clause 3.3. of the Entrance order and with the head of the dormitory’s permission, persons not living in the dormitory may enter and stay there every day from 9 a.m. to 11 p.m.

A person who has invited visitors is responsible for their timely leaving the dormitory (no later than 23.00) and their compliance with the Internal Code of Conduct.

3.6 Taking out (or bringing in) of large items from the dormitory is only permitted in the presence of a material pass issued by the dormitory administration.

4.1 Dormitory residents have the right:

  • to apply to the dormitory administration with requests for timely repair or replacement of an equipment and inventory, which was damaged not due to their fault;
  • to use the household appliances in accordance with the safety rules and fire safety regulations;
  • to have visitors by agreement with the dormitory administration at the time assigned by the administration of the dormitory.

4.2 Dormitory residents shall:

  • use the provided accommodation for its intended purpose and to the extent established by the Housing Code of the Russian Federation and the residential lease agreement;
  • strictly follow the Dormitory Regulations, present rules, the Internal Code of Conduct, labour safety regulations, safety directions, fire and public safety regulations;
  • strictly follow home appliances regulations;
  • ensure the safety of the residential premises; and use them in compliance with the rights and other tenants’ legal interests, the fire safety requirements, housekeeping, environmental and other legislative requirements;
  • carry out current repairs of the residential premises
  • comply with the terms of the residential lease agreement;
  • move to another accommodation unit provided by the landlord during the periods of major or current repairs (or reconstruction) of the dormitory in cases where the repairs cannot be carried out without moving. If a tenant refuses to move to another accommodation unit, the landlord may demand a tenant to through judicial procedures;
  • ensure access of the landlord’s representative to an accommodation at any time for inspection of the technical condition of the accommodation, sanitaryware and other types equipment, as well as for compliance control.

In case some apartment or its sanitaryware or any other type of equipment defects are located, one shall immediately take all possible measures to eliminate them and, if necessary, inform the landlord about them;

In case of cancellation or termination of the residential lease agreement, one shall vacate an accommodation. If a tenant refuses to vacate the accommodation, he and his family are subjected to a mandatory eviction;

On vacating an accommodation, one shall vacate it in accordance with the terms of vacating the accommodation (art. 5.11 and art. 5.12 of the Dormitory Regulations), leave it in proper condition, present it to the landlord, return all received inventory (or equipment) in proper condition, and pay rent and utility debts;

  • pay damages caused by a tenant’s fault or reckless actions to the landlord’s property, as well as to the property of other people who happen to be tenants under corresponding contracts with the landlord;
  • submit documents for a residence and military registration in due course and in due time;
  • during the use of self-study or cultural and social premises, one shall keep silence and must not hinder other residents’ using of the premises;
  • at the request of the dormitory administration one shall present an identity document granting the right to stay in the dormitory;
  • inform the landlord about the change of requisite details;
  • fulfill other legal requirements of the dormitory administration.

4.3 Dormitory residents are not allowed to:

  • voluntarily move from one room to another;
  • arbitrarily bring inventory from one room to another;
  • make alterations of electrical wiring and arbitrarily repair an electric system;
  • carry out a reconstruction (replanning) of residential premises without the landlord’s consent;
  • make repairs or perform any other actions that create strong noise and vibration that violate normal living conditions of students in other residential premises (from 22.00 to 07.00);
  • watch TV, use the radio, microphones and other loud-speaking devices only if the volume is reduced to a degree that does not disturb the rest of the residents (from 22.00 to 07.00 hours);
  • paste announcements, schedules, etc. in any public areas, except for specially allotted places;
  • appear in the dormitory in a state of alcoholic or narcotic intoxication, use obscene expressions, drink alcoholic beverages, use narcotic or addictive substances, smoke, use hookahs, electronic vaporizers, store and distribute alcoholic, narcotic and addictive substances, as well as store and use firearms, its components included, bladed weapons, ammunition, explosives and explosive devices;
  • bring unauthorized persons to the dormitory without the permission of the dormitory administration;
  • leave unauthorized persons on the territory of the dormitory and in the residential accommodation for the night;
  • provide living space for other persons to live in, including residents of the other dorm rooms;
  • install additional locks on the entrance door of the dormitory, alter the locks or change them without the permission of the dormitory administration;
  • use sources of open fire in the residential premises;
  • keep pets in dormitory;
  • store bulky items in the room and common areas that prevent other residents from using the allocated premises;
  • carry out drying of linen and clothes in residential premises with the use of improvised means and devices (ropes, wires, etc.)
  • use electric heaters and household appliances with a capacity of more than 1 kW (1000 watts) without the permission of the dormitory administration.

4.5.2 For violations of the Internal Code of Conduct, the following disciplinary sanctions are applied:

  • a remark;
  • a reprimand;
  • expulsion from the University with the termination of the residential lease agreement.

8.2 Students and other persons studying at University who do not comply with the requirements of the Charter, Internal Code of Conduct, Dormitory Rules of Stay, terms of enrolment contracts, legislative requirements for foreign citizens, are subjected by the dean of the faculty or the academic vice-president to disciplinary action (remark, reprimand, expulsion) in agreement with the united trade union organization, which is issued by the rector’s order.
